Juan Rafael Bustillo was born in El Salvador on January 31, 1935. Former Salvadoran general and chief of the Air Force of El Salvador who was accused of plotting the execution of six Jesuit priests in 1989. He was charged with crimes against humanity and state terrorism by the Spanish Association for Human Rights in 2009. He was accused of planning the murder of Oscar Romero. Bustillo is a former general and chief of the El Salvadorian Air Force who is suspected of plotting the murder of six Jesuit priests, a housekeeper, and her daughter on November 16, 1989, at the Universidad Centroamericana “José Simeón Caas” (UCA) in El Salvador. On February 1, 1954, he enrolled in the Salvadoran Military Academy, where he rose through the ranks to lieutenant, captain, major, lieutenant colonel, colonel, and general. Bustillo is wanted in France for torturing, raping, and killing Madeleine Lagadec, a 27-year-old woman, in El Salvador in 1989. Her left hand was severed when her raped, bullet-riddled body was discovered. He’s also accused of instructing Air Force personnel to torture and murder members of El Salvador’s teachers’ union, including Maria Cristina Gomez.
The Center for Justice and Accountability (CJA) filed a criminal complaint against former Salvadoran military officers, including Bustillo, on November 13, 2008, in Madrid, Spain, for their role in the 1989 Jesuit Massacre. The 14 officers and soldiers implicated in the case were formally charged with crimes against humanity and state terrorism on January 13, 2009.
