Combs was born in San Diego, California to Irish parents. Lauralei Combs, her mother, was 15 years old at the time of her birth, and her father was 17. Combs’ biological parents married but split after two years because they felt they were too immature to have a successful marriage. When Combs was learning to walk, she tripped and hit her head on a marble table, leaving a prominent split at the top of her right brow. While her mother pursued an acting career, she lived in several apartments near the ocean in San Diego, often with little privacy. Holly was twelve when her mother married her stepfather. Combs went to Beekman Hill Elementary School and then the Professional Children’s School in New York City.

Sweet Hearts Dance (1988), a comedy-drama directed by Robert Greenwald, gave Combs her first major role when she was 14 years old. Debs Boon, the daughter of Wiley (Don Johnson) and Sandra Boon, was played by her (played by Susan Sarandon). Her next significant role was in Oliver Stone’s Born on the Fourth of July (1989), a film adaptation of Vietnam War veteran Ron Kovic’s best-selling autobiography of the same name. Combs played Jenny in the film, which also starred Tom Cruise. Her other roles include Helena in the 1989 anthology series New York Stories and Kim Fields in Hal Hartley’s Simple Men (1992). Combs also played Diana in Temstocles López’s Chain of Desire and Jennifer Campbell, the 19-year-old daughter of Tom Campbell (played by Cliff De Young) and Max Anderson’s girlfriend in the horror film Dr. Giggles (played by Glenn Quinn).
